The Browns will be without the services of kicker Phil Dawson and running back Jamal Lewis for the second straight week.

Jerome Harrison will start in place of Lewis, while Billy Cundiff, signed by the Browns prior to last week's game, will handle the place-kicking duties.

Offensive lineman Floyd Womack is also on the Browns inactive list. Ten-year NFL veteran Hank Fraley will make his second career start at right guard in place of Womack. Fraley started last week in Baltimore.

Defensive backs Gerard Lawson and Anthony Madison, offensive lineman Rex Hadnot and tight end Greg Estandia are also inactive for the Browns.

Brett Ratliff is the Browns' third quarterback for the game.

Cornerback David Jones, safety Roy Williams, offensive linemen Andre Smith and Scott Kooistra, tight end Chase Coffman, wide receiver Jerome Simpson and defensive tackle Tank Johnson are inactive for the Bengals.

Chinedum Ndukwe will start in place of Williams, the Bengals leading tackler.
